Just like it did in 2008, the Palm Coast City Council will vote on the person to fill the District 2 seat, which will be vacated later this fall by City Councilman Frank Meeker.
In May, Meeker resigned from his City Council seat to run for the Flagler County Board of County Commissioners District 2 seat.
Meeker’s resignation will take effect Nov. 6.
According to the city’s charter, a replacement must be appointed within 30 days — Dec. 6.
The person appointed will finish Meeker’s term, which ends in November 2014, but would have the opportunity to run for reelection.
The qualification requirements include being a registered voter in District 2, which covers the bulk of the northeast section of the city and some areas of Matanzas Woods, west of Interstate 95. Also, the person must maintain residency in District 2 for the length of the term and must reside in the district for at least 45 weeks each year.
City Councilman Bill McGuire asked how the city confirms the person lives in the home for the required time each year.
City Clerk Virginia Smith, who will conduct the bulk of the replacement process, said she will ask the applicant and the city can also check utility bills. “There are different forms and affidavits that have to be signed,” she said.
All applicants must send a letter of interest and a resume to the city clerk’s office no later than 4 p.m. Oct. 25. The information of the qualified applicants will then be given to the City Council by Oct. 29. The City Council will review and rank the applicants before submitting their reviews by Nov. 5. Smith will then tally the rankings and the top four applicants will be contacted for interviews, which are tentatively scheduled for Nov. 13.
A special City Council meeting will be held immediately after the interviews on Nov. 13, when the council vote to make the final selection for the replacement.
The four City Councilmen will vote on the replacement. In the event of a tie, a coin toss will take place — which is what happened in 2008, when current County Commissioner Alan Peterson resigned from the City Council.
Smith would do the coin toss, according to City Manager Jim Landon.
The new member of City Council will be sworn in at the Nov. 20 meeting.
