The state numbers on teacher evaluations are in: 97% of Flagler County teachers have been rated “effective” or “highly effective.”
Only 0.7% were rated “unsatisfactory,” and 2.3% were rated “needs improvement.”
A total of 76% of Flagler County teachers achieved the rating of “highly effective,” and the numbers were higher in only four counties out of the 67 in Florida: Leon County, with 89%; Okaloosa County, with 85.2%; Columbia County, with 78.5%; and Baker County, with 78.3%.
Flagler County Assistant Superintendent Jacob Oliva wasn’t surprised by the high marks.
“When you look at the fact that we have high-performance schools, it makes sense we’re going to have high-performance teachers,” he said.
The numbers on state teacher evaluation scores come from a combination of assessment data like standardized testing and from school administrators’ evaluations of teachers on state performance rubrics, Oliva said. Together, the two components each make up half of a teacher’s state evaluation score.
Next year, he said, those scores will be used to determine teacher performance-based pay.
“Performance-based pay goes into effect in 2014-2015, and teachers that go under performance-based pay will get increases based on their overall evaluations,” he said.
The exact amount of pay that teachers will receive based on their ratings has not yet been negotiated, Oliva said, and teachers that have been in the state system before July 1 of this year will have the option to opt out of performance-based pay.
The teacher evaluation data comes just a few months after school grades were released showing a significant drop in Flagler County schools’ grades from 2012.
The divergence between the high educator marks and the lower school grades, Oliva said, comes from the fact that the evaluations measure different things: The teacher evaluations focus more on student progress, he said, while school scores measure how well students perform against certain state standards.
The drop in Flagler County’s 2013 school grades — only three schools evaluated didn’t drop a letter grade from the previous year — also mirrored dropping scores around the state, resulting from the switch from the Sunshine State Standards to the tougher Common Core Standards.
Statewide, the percentage of schools with an “A” grade dropped from 48% in 2012 to 29% in 2013.
Oliva said the county hopes to continue attracting great educators and is pleased with its teachers’ scores.
“It’s a great position to be in,” he said. “We know the most important factor for student success is the teacher standing in front of them every day in the classroom.”
