A job well done: Sheriff names top deputies

Detective Mark Moy was named this year's Law Enforcement Officer of the Year, Communications Specialist Genice Caccavale was chosen as Communication Specialist of the Year and Detention Deputy Randy Vickers won Detention Deputy of the Year, for the Flagler County Sheriff’s Office.

Moy was assigned the investigation of the February execution-style murder of a single mother of five that occurred at a local gas station. The case was investigated for months but eventually went cold. Moy and a team followed up on multiple leads, one of which led to the identification of Joseph Bova as a suspect.

Bova was eventually arrested and currently is awaiting trial.

Caccavale is credited with saving the life of a 2-year-old girl who had fallen into the family pool.

Caccavale received a 911 call July 13 from a panicked grandmother, reporting that her granddaughter had been pulled from the family pool and was not breathing. Caccavale calmly instructed the grandmother how to perform CPR and, after four minutes, the child regained consciousness and began breathing on her own.

Vickers was recognized for his professionalism, attitude, work ethic, interpersonal skills and his desire to serve.

Vickers takes on the added responsibility of counseling juvenile arrestees, and he continuously encourages them to continue with their education and be more productive citizens.

Fourth-quarter awards
Manfre also announced the top employees for the fourth quarter of 2013.

Records Clerk Mary Kozlenko was named the Civilian Employee of the Quarter. Kozlenko has acted as a translator, assisting the Sheriff’s Victim Advocates in working with foreign victims who are completing injunction paperwork. She also has explained, through translation, the services available to victims and checked on their wellbeing.

Detention Deputy of the Quarter went to Robert Craun. On one of his shifts, Craun located a comb during a shakedown which had the teeth filed down. The item had the potential to be used as a deadly weapon.

Sgt. Steve Brandt was named the Law Enforcement Office of the Quarter. Brandt has been involved with the Volusia/Flagler Chapter of Narcotics Overdose Prevention and Education for years. This organization is comprised of parents who have had a child die as a result of the misuse of prescription medications. Brandt has volunteered as an instructor and provided financial support to this group.

Manfre also awarded three civilians with the Sheriffs Award.

Ben Fox, assistant state attorney for the Seventh Judicial Circuit, was recognized for his dedication and leadership in law enforcement. Fox has coordinated in-service training for Sheriff’s Office personnel over the past several years.

Tony Capela, street superintendent for the city of Palm Coast, was recognized for his efforts in the build-out of the Palm Coast Precinct, a collaborative effort between the city of Palm Coast and the Sheriff’s Office.

Pete Phillips, of the Flagler County Road and Bridge Department, was recognized for his numerous years of service to Flagler County and in overseeing the daily maintenance of the Sheriff’s Operations Center and Detention Facilities.
