At the first VCC meeting of the year, Jonathan Kaney will ask the board for the power of subpoena  in his investigation of Waverly Media.

The Volusia County Council will place its focus on the investigation of the county's dealings with Waverly Media Group when outside attorney Jonathan Kaney will ask for the power of subpoena at the county meeting today.

County Chair Jason Davis said that though the charter states that the council has subpoena power, it does not give them the right to transfer that power.

"We have subpoena power, not him," Davis said in a phone interview. "Of course, I'm a stickler for the rules. It is not in the charter to give it away, and I'm not willing to give that authority from our council to a private attorney."

Also happening at the first VCC meeting of the year is designating a vice chair for 2014.

Davis has a concern with reappointing the current Vice Chair Joyce Cusack because she is also up for re-election on the board this year.

"I don't think it's appropriate that somebody who is on the campaign trail also is the vice chair," Davis said. "And it is nothing against Joyce — she has been a great vice chair. I really enjoy working by her side."

Davis said he is not aware of any other board members who would like to be vice chair.

A 10-minute presentation will also be given by a group who wants to create a local film commission for Volusia County. Davis has been a supporter of this for the past year and said  the group is capable, but there may be an issue of finance.

"If the county says they will give X amount of dollars, then go see what the cities can do," Davis said. "It is a possibility that if the cities gave $10,000 each to support this film commission, then the county will match that $10,000. Money is tight, and we have to do the right thing."
