Here's a quick look at what the Flagler Beach City Commission did during its regular Thursday, Jan. 23 meeting.

ORDINANCES CONSIDERED

Fire Prevention and Protection
Ordinance 2014-01 would allow setbacks on undeveloped lots to be reduced from 30 feet to 15 feet. “Our fire captain believes that’s a sufficient quantity for public safety,” Commission Chairman Steve Settle said in the meeting.
Now, on undeveloped lots, brush over three feet tall and within 15 feet — not 30 feet — of a residential structure would be considered a fire hazard.
Commission action: Approved unanimously (first reading)

Mobile Food Vendors
Ordinance 2014-03 would prohibit mobile food vendors, with an exception for vendors selling prepackaged ice cream and vendors at special events or farmers markets. Even those vendors could not operate on State Road 100 or Oceanshore Boulevard. For the full story on the commission’s discussion of this ordinance, CLICK HERE.

Floodplains
Ordinance 2014-04 would make small changes to the city’s floodplain ordinance to bring the city in line with state and FEMA regulations. The change would also bring the city into line with Volusia County, which includes a 10-acre parcel of the Ocean Palm Villas South Condominiums, which are also in Flagler Beach.

GENERAL BUSINESS

Fire protection for Ocean Palm Villas South
The commission discussed a request for proposal for installing a six-inch pipeline for fire protection at Ocean Palm Villas South, to install four fire hydrants, one of which would be used by the parks department.

The cost could range from about $35,000 to over $68,000, and the city has not yet started the formal bidding process.

The condominium association wrote the commission to say they were willing to put in a third of the total cost, not to exceed $20,000.

“If the number’s $20,000, I think we should take the 20,000, subtract that and the city can pay the rest,” Commissioner Kim Carney said.

The commission asked staff to clarify the issue with the condominium association and determine a total project cost.

Steel building for Public Works Department

The commission discussed adding a new steel building on Avenue A to house the Public Works Department.

The Public Works Department’s current home is on South Flagler Avenue, and the buildings at that site may be demolished and turned into parking space in the future, depending on the city’s storage needs.

The new steel building was budgeted for $250,000 but would probably end up costing less than that, City Manager Brice Campbell said.

Commissioners urged Campbell to have staff check with the police and fire departments to see if either needs storage space that could be housed in the new building.

First quarter financial report

About 28% of projected revenue for the city’s general fund has come in during its first quarter, according to City Manager Bruce Campbell: a total of $1,730,962.

General fund expenditures by the end of the first quarter were at about 17% of the total budgeted for: $1,041,733 of a projected $4,417,122. These numbers, Campbell said, are “typical for this time of year.”

Budget amendment to fund city activities

Commissioners approved a budget amendment to reflect an increase in expense for a stormwater project in South Flagler/Palm Vista, and an increase in FEMA grant money and expenditures for pier restoration.
