National Guard to move into former pilot training building

Florida Army National Guard units are preparing to move into the former Embry-Riddle Commercial Airline Pilot Training program hangar behind the Flagler County airport.

The 19,100-square-foot building will be used to train National Guard soldiers attending weekend training sessions. A smaller group of permanent staff will run the facility and programs.

The Armory Board of the Florida Department of Military Affairs’ monthly base rent payment for the facility will be $15,185, adjusted each year according to change in the Consumer Price Index, according to information provided in backup for the Flagler County Commission’s July 23 meeting. The commission will vote on the agreement as part of its consent agenda during that meeting.

The proposed lease is 10 years, and could be extended four times for five-year terms.

The Armory Board also asked for an estimated $219,700 in improvements to the building, including the installation of security fencing and gates, the remodeling of bathrooms and showers, and the installation of new carpeting and interior and exterior lighting. The Airport Enterprise Fund will pay for those changes and be reimbursed over a two-year period.

The building was last used to house the Global Outreach Charter Academy of Palm Coast, a bilingual English-Russian charter school that closed because of financial problems in January, 2013, less than a year after it opened. 

The Army has also drawn up plans for an additional, 82,000-square-foot building at the site. That construction would not begin until after changes to the facility’s entry area are completed.
