Lehigh Cement property to become marina village

Grand Haven Realty President Jim Cullis has announced that Lighthouse Harbor LLC has purchased the former Lehigh Cement property at the corner of Roberts Road and Colbert Lane to create a mixed-use community.

Cullis, a managing partner for the project, said in a news release that the property will be called Lighthouse

Harbor Marina Village and will include dry and wet boat storage, shops, restaurants and homes.

“This is an exciting opportunity to build a first-class mixed-use community and marina on a key site for Flagler County,” Cullis said in the news release. “Our vision is to create a place that includes a commerce park, residences, retail shops and services including a marina, dry storage and a much needed new destination for boaters along the Intracoastal Waterway.”

The 88-acre site sits next to the Sea Ray plant. Lighthouse Harbor will keep the tall chimney stack from the former plant, according the news release.

“The stack will be converted to look like a thematic lighthouse,” he said. “This will give the community a defining element and help create the sense of place we intend to establish for Lighthouse Harbor Marina Village.”

The property already has a navigable canal off of the Intracoastal that is used by Sea Ray, and its entitlements include a 7.2-acre marina basin with 80 wet boat slips, 511 residential units, 160,000 square feet of commercial/retail and 200 dry boat storage slips, according to the release.

Cullis will work with Sea Ray, other landowners and Flagler County staff to plan the project, according to the release, and will emphasize mixed commercial and residential use “to generate economic development.”

“We believe the site offers the opportunity to build value for the county with positive economic development and will engage a variety of stakeholders for input as the plan is updated,” he said. “Lighthouse Harbor will create new recreational attraction as well as jobs while also offering quality marina and boating options along Colbert Lane and the ICW.”

A look back at history

The Pennsylvania-based Lehigh Cement Co. bought 9,000 acres of Flagler County land in 1948 and began building the plant the following year, according to Palm Coast historian Art Dycke.

The area’s coquina shell was made up partly of lime, a major cement ingredient, and the plant was built to be able to produce 1.5 million barrels of cement per year for 100 years.

The plant opened in 1952 and closed in 1965.

ITT bought the land, and it was parceled out, becoming part of Grand Haven, the Sea Ray boats property and Palm Coast Plantation.
