Palm Coast resident Owen Parker, 18, was arrested Nov. 28 on charges of sexually molesting a 12-year-old girl.
Deputies arrested Parker at 3:54 p.m. at his Regent Lane home after he confessed to the Nov. 2 crime, according to a Sheriff’s Office arrest affidavit.
The victim had told a child protection team Nov. 10 that she’d been riding her bicycle with Parker and a few friends along a wooded trail Nov. 2 when the group got off of the bikes to leave the trail.
Parker, she told investigators, then grabbed her from behind and touched her genitals.
Parker told a deputy that he’d been on the bike ride — on trails near Regency Lane and Red Mill Lane — and admitted to kissing the victim, grabbing her from behind and touching her behind and her genital area over her clothing. He knew she was 12.
Parker also “admitted to later making statements to other juveniles in the neighborhood that he was going to ‘get with’ the female victim and need a condom,” according to the affidavit.
Two witnesses under the age of 18 told investigators they’d heard him make those remarks.
One witness, a 12-year-old, told a deputy Nov. 16 that he saw Parker grab and kiss the victim when they were on the wooded trail.
Parker is charged with lewd and lascivious molestation of a victim 12-16 years old.
