The School District for Volusia County has reached a contract agreement with the union representing 1,200 employees, including cafeteria personnel, campus advisors, mechanics, warehouse personnel, maintenance technicians and bus operators, according to a press release from the board. The agreement, with the local chapter of the American Federation of State, County and Municipal Employees, is subject to ratification by the employees on Feb. 22 and the School Board on Feb. 23.

The agreement includes a raise of 3.5% beginning July 1, 2016, and also contains changes to the health insurance plan.

The School Board has not reached agreement with the other two unions, the teachers union, VTO, and the support staff union, VESA. The School Board has also offered raises to these unions beginning July 1.

The teachers’ union is seeking raises for the current year.

Andrew Spar, VTO president, said recently that the district has proposed changes to health insurance that would cost employees significantly more out of pocket next school year, in exchange for a small raise next year

The two sides are also at odds over language dealing with teacher evaluations and job security for teachers on annual contract, Spar said.

A School Board spokeswoman has said that insurance benefits for teachers are higher than surrounding counties and the proposed changes allow money to be saved for raises.
