Development is planned for land at the southeast corner of Old Kings Road and West Granada Boulevard. Paul Holub, of Holub Development, and Lewis Heaster, of Lewis Heaster Properties, have purchased 8.752 acres for $1.1 million and submitted a site plan to the city. Both are Ormond Beach companies.
The development extends east to Sahai Pediatrics. On the south side, there are 100 feet of woods between the site and a residential area.
The property includes one building, which is leased by Evolution Health Club and other businesses, and Heaster said it will remain in place.
If approved, the wooded area will be developed with four building sites. There are no commitments from businesses and Heaster called it a “fluid” situation.
“These long-term developments take years,” he said.
Called Ormond Central, the site plan lists convenience/gas, restaurant with drive-through and a retail center for the site, but these are only possibilities. Heaster said a sit-down restaurant or a small grocery store could also be developed.
He pointed out that the property is one of the last that can be developed on Granada Boulevard.
“We lose a lot of nice restaurants to Port Orange,” he said.
The project will go through a Planned Business Development, which calls for neighborhood meetings, Planning Board review and approval by the City Commission. The area is currently designated residential-office-retail (ROR), which would allow a restaurant, but approval is necessary because of the potential restaurant with drive-through.
Heaster said he believes a PDB is a good process, because it gives the community, developer and city officials a chance to work together.
The partnership for this project is called Ormond Central Investors LLC.
Holub and Heaster bought the land from Elaine Xynidis, the widow of Steve Xynidis, who ran a gym in the Evolution building called Omega 40 for many years.
