City council approves second amendment to The Groves Planned Commercial Development

The PCD was originally approved in 1988.

The Port Orange city council has approved a second amendment to the The Groves Master Development Agreement and Conceptual Development Plan. 

The decision was made on Tuesday, Oct. 3 with a 5-0 vote. 

These changes are a part of the Planned Commercial Development, which was approved in 1988 and established a roughly 19 acre commercial development. The property is currently zoned PCD. 

"The proposed second amendment is to update the minimum lot dimensional requirements," according to city documents. It also includes "building setbacks and permitted uses in the existing MDA and to provide requirements for off-site signage and specific requirements for identification signs for lots without direct roadway frontage."

The PCD's first amendment, approved in 1995, expanded the permitted uses and set in place dimensional requirements for the first phase. This first phase was developed in 1996 and consisted of the former Food Lion grocery store and a lot with a McDonalds. 

The second amendment applies to the second phase, which consists of roughly 12.1 acres of undeveloped property. 

According to the applicant, "the purpose for the proposed second amendment to the MDA and CDP is to assist in the development of the Phase 2 property by expanding the permitted uses on the subject property to allow for commercial uses, and by using the lot dimensional requirements and building setbacks as allowed in the Community Commercial zoning district."
