The city of Ormond Beach's online utility billing payment system is offline due to a potential breach which may have affected upwards of 195 customers who used it from Sept. 1 to Oct. 4 when it was shut down.
Beginning on Sept. 22, the city began receiving notifications from customers whose credit cards had unauthorized charges after paying their utility bills through Superion, the city's web payment vendor. After the first call, the city conducted an initial security assessment but found no evidence of a breach. While they investigated the first claim, three more customers notified the city with the same complaint.
According to a press release, the city received 16 calls regarding fraudulent credit card activity during the week of Oct. 2, leading them to conduct another security assessment and hire an independent cyber security firm for an additional analysis of the system. Neither detected a breach, but out of precaution, the city shut down the online utility billing payment system.
On Wednesday, Oct. 11, a week after the system was shut down, the city was contacted by a major credit card issuer that 175 of its customers had fraudulent activity on their cards after paying their utility bills online through the city.
Ormond Beach has been unable to confirm there was a breach, but are notifying potentially impacted customers. The Ormond Beach Police Department is also conducting an investigation on the matter.
