Palm Coast City Council to consider proposals for multifamily and high-density development

The council is expected to vote on the proposed Matanzas West multifamily development and amendments to the Palm Coast Park Development of Regional Impact during its Dec. 17 meeting.

UPDATE, 7:40 a.m. Dec. 17: The Dec. 17 City Council meeting has been cancelled due to lack of a quorum, according to city staff.

ORIGINAL STORY:

Palm Coast's City Council will hear two development proposals during its 9 a.m. Dec. 17 meeting that could bring more multifamily housing into the city near U.S. 1 and Belle Terre Parkway. City staff is advising the council to approve both proposals.

The council will first consider a proposed repurposing of a series of tracts on land known as Palm Coast Park, near U.S. 1 between Palm Coast Parkway and Old Kings Road, to allow medium- and high-density development in certain areas and to allow residential development in business areas.

"The project will allow for a wider diversity of housing opportunities to be available in Palm Coast," a city staff document states of the proposed Matanzas West multifamily development.

The land is made of of tracts within the 4,579-acre Palm Coast Park Development of Regional Impact, which is already zoned for multifamily and single-family development. 

The proposed amendment would allow medium-density residential development on a tract identified as Tract 22; high-density residential development on Tracts 15, 17 and 20; and commercial development on Tract 17. Industrial uses would be limited to tracts along U.S. 1.

The amendments are consistent with city's comprehensive plan, according to a staff analysis report. 

Council to consider multifamily Matanzas West plan

The council will also consider during its Dec. 17 meeting a proposed 285-unit multifamily development along Belle Terre Parkway, extending from Matanzas Woods Parkway to about six-tenths of a mile south.

That land is also part of the Palm Coast Park Development of Regional Impact (Tract 11A).

The apartment complex would take up almost all of the 28.9 acres of developable land in the 188.5-acre parcel, and the apartment buildings would be split into two clusters — one in the north, the other in the south, separated by a wetland. Another wetland would be preserved on the western side of the parcel.

The northern complex of apartment would have six three-story buildings with 141 units and a clubhouse, and the southern one would have six three-story buildings with 144 units and a clubhouse.

If the council approves the proposed master site plan for the Matanzas West development, the developer will submit a technical site plan with engineering drawings.
