Fugitive felon arrested in connection with multiple car break-ins

The FCSO's Real Time Crime Center was able to pinpoint the location of the suspect's vehicle.

The Flagler County Sheriff's Office's Real Time Crime Center analysts have helped catch a wanted fugitive responsible for multiple car break-ins. 

On March 30, the FCSO responded to a car break-in at Washington Oaks Gardens State Park. The victims advised their vehicle was broken into and a firearm, money, and several credit cards were stolen.

One victim reported that his credit cards had been used at Target and Walmart in Palm Coast. Surveillance footage was gathered and the suspect vehicle appeared to be a newer GMC Yukon. 

FCSO Real Time Crime Center analysts located a vehicle matching the description and were able to track the vehicle from the park to Target. They discovered that the car was a rental vehicle from Orlando. FCSO General Assignment detectives were able to track the vehicle to South Florida.

On March 31, the FCSO was able to pinpoint the location of the suspect vehicle in John D. McArthur State Park in North Palm Beach, and alerted the Florida Fish and Wildlife Conservation Commission.

The FWC found the vehicle in the park and pursued the vehicle and driver, later identified as Caisy Frank. Frank eventually had to stop the vehicle because of an open drawbridge on the Donald Ross Bridge in Juno Beach. 

Once stopped, Frank began throwing items and evidence — including a firearm — over the bridge before being secured by FWC. The firearm was later recovered by FWC and was confirmed to have been the stolen firearm from the Washington Oaks Gardens car burglary. 

Upon searching Frank’s vehicle, FWC Officers located Target and Walmart bags containing items that were purchased fraudulently at the Target and Walmart in Flagler County using the stolen credit cards. 

Caisy Frank is a convicted felon in Florida, was a fugitive from Georgia and New York with an active warrant from Georgia for Larceny from an Automobile, and had an active warrant from New York for Parole Violation for a weapon’s offense. 

“This type of crime would have taken days to months, and possibly years, or maybe never solved if we had not implemented cutting edge technology and created our Real Time Crime Center,” Sheriff Rick Staly said. “The work of our crime analytics team along with constant communication between detectives and other agencies allowed law enforcement to arrest him once we found his current location. Of course, a raised draw bridge helped too! This is a great example of how serious we are about keeping our community safe, keeping crime out of Flagler County and felons where they belong in jail. Don’t come to our county to commit crimes. We are going to get you.” 

Caisy Frank was taken into custody by FWC and taken to the Palm Beach Sheriff’s Office jail. He’s was charged by FWC with Fleeing to Elude and Burglary.

He has other charges against him in multiple counties including Driving While License Suspended, Reckless Driving, Possession of Drug Paraphernalia, Possession of Cannabis, Tampering with Evidence, out of County Warrants, Possession of a Firearm by Convicted Felon, and Giving False Name to Law Enforcement Officers and being a Fugitive from Justice. 

The Flagler County Sheriff’s Office has charged Caisy Frank with Burglary, Grand Theft of a Firearm, Possession of a Firearm by a Convicted Felon, two counts of Fraudulent Use of a Credit Card and two counts of Grand Theft. For those charges he is held on a $105,000 bond. 

Further charges may be pending while the investigation continues.
