The next business meeting of the Palm Coast City Council will be held at 9 a.m. on Tuesday, Aug. 17. Here's what's on the agenda:
· The Florida Department of Health for Flagler County will provide an update on the COVID-19 pandemic.
· The Parks & Recreation Department will give a presentation on a teen aftercare partnership with Flagler Schools. There is a demand in the community for more teen aftercare opportunities as demonstrated by the Annual Citizens Survey and a survey conducted by Flagler Schools. To meet the community demand, the City of Palm Coast and Flagler Schools are collaborating to expand teen aftercare to the Palm Coast Community Center. This program will launch in August with Flagler Schools providing the bus transportation while Palm Coast Parks and Recreation will provide the staff and activities. This aftercare will serve 50-75 teens to start with a goal to grow to 100.
· The Planning Division has a presentation on approving the amendment of the City of Palm Coast 2035 Comprehensive Plan. This item was heard by City Council at the August 3 meeting and there were no changes suggested at that time.
· The Planning Division has a presentation on approving the rezoning of 10.85 acres from high intensity commercial to multi-family residential for the property known as the Tribute. The Planning and Land Development Regulation Board determined the proposed rezoning was consistent with the Comprehensive Plan and recommended approval to City Council
· The Planning Division will present an ordinance for the voluntary annexation of 141.5 acre area of 3,000 feet north of State Road 100 on the east side of Roberts Road. This item was heard by City Council at the August 3 meeting and there were no changes suggested at that time.
· The Planning Division will present an ordinance amending the future land use map designation for 108 acres of property from mixed use to residential and a site-specific policy to limit development on the 108 acre parcel to dwelling units. The Planning and Land Development Regulation Board found Application #4766 consistent with the Comprehensive Plan and recommend that City Council approve Application #4766, a FLUM amendment from Mixed Use to Residential, along with a site-specific policy to limit development on the subject property to 295 dwelling units.
· The Planning Division will present an ordinance on Flagler Village Rezoning. The Planning and Land Development Regulation Board determined the proposed rezoning was consistent with the proposed Comprehensive Plan Amendment and recommended approval to City Council to rezone 108.2 +/- acres from Master Planned Development to the Single-Family Residential-1 Zoning District.
· The City Clerk will present a resolution approving the Old Kings Road Special Assessment Roll to be transmitted to the Flagler County Tax Collector. The Old Kings Road Special Assessment District was established by Ordinance 2005-10 in order to provide a funding mechanism, through property tax assessments, to fund four-laning improvements to Old Kings Road from Palm Coast Parkway to SR 100. This Resolution provides for the annual assessment roll to be included on the 2021 Real Estate Tax Bills to be issued in October/November 2021.
· The Code Enforcement Division will present a resolution approving the Final Nuisance Abatement Assessment. This item was heard by City Council at their August 10, 2021 workshop. There were no changes suggested to this item.
· The Parks & Recreation Department will present a resolution to amend the Parks and Recreation Fee Structure. The Parks & Recreation Department has collected feedback from the public and selected comparable organizations to analyze fees. They would like to provide fee change recommendations based on those findings.
· The Planning Division will present a resolution to approve the 2022 Legislative Priorities. The Board of County Commissioners will consider each municipality’s submissions along with County priorities at their September 8, 2021 meeting.
· The City Clerk will present the needs for the City Council Mayoral Liaison Re-appointment to the River to Sea Transportation Planning Organization. City Council needs to reappoint the liaison position that was held by the previous mayor, Milissa Holland.
· The Human Resources Department will present a resolution to approve the continuation of the health insurance with Florida Blue and to include stop loss and life and disability insurance. The City currently offers a well-rounded, self-insured benefits program to all full-time employees. Florida Blue is also offering $30,000 in wellness dollars for 2022.
· The Stormwater & Engineering Department will present a resolution to approve a work order with Transmap Corporation for an update to the Pavement Condition Survey. Maintaining a quality system and spending the City's maintenance funding judiciously is at the forefront of the adopted City Council Priorities
· The Stormwater & Engineering Department will present a resolution to approve piggybacking on the Seminole County contract with the Ferguson Enterprises, LLC., for Citywide purchases of concrete, corrugated and drainage pipes on an as-needed basis.
· The Stormwater & Engineering Department will present a resolution to approve a work order with Transmap Corporation for an update to the Pavement Condition Survey. Maintaining a quality Jacobs Engineering Group for design and construction engineering services for the Phase 2 Wastewater Treatment Plant #1 improvements.
· The Utility Department will present a resolution to approve a master price agreement with Univar Solutions USA, Inc. for the purchase of sodium hydroxide.
· The Utility Department will present a resolution to approve a master price agreement with Shrieve Chemical Company, LLC, for the purchase of 93% sulfuric acid.
· The Utility Department will present a resolution to approve a master price agreement with Allied Universal Corporation for the purchase of sodium hypochlorite.
Public Comments will be opened at the beginning and end of the meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes. These comments must be relative to matters not on the agenda.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
