Two arrested for stealing packages from people's porches

Surveillance camera footage helped foil the thieves.

Two people — a woman from Canton, Florida, and a man from Palm Coast — have been arrested on charges of stealing packages from local porches.

The Flagler County Sheriff’s Office responded to a residence on Kalamazoo Trail on Feb. 9 in reference to a larceny. The victim told deputies that she had Ring video surveillance of a woman, later identified as Kimberly Dowdy, 26, stealing packages from her front door.

Hours later, FCSO responded to a residence on Kashmir Trail for a similar incident. The victim showed deputies video captured on her Ring video surveillance that again showed Dowdy walk up to the home and steal packages. However, this time, deputies were able to identify Dowdy’s vehicle, a gold Cadillac. 

FCSO searched the area, and Problem Area Crime Enforcement Detective Malta found a vehicle matching the description traveling south on US Highway 1. A traffic stop was conducted, and deputies made contact with Dowdy and the driver, 24-year-old Michael Pavlov. 

Initially, Pavlov and Dowdy told deputies they were from Ohio and just driving through Florida to "see the sights." When questioned about the thefts, Pavlov said Dowdy told him that she worked for Amazon and that she needed to pick up the packages and bring them to different addresses. When asked if he thought what Dowdy was doing seemed suspicious, Pavlov said that even though it seemed wrong, he'd decided to believe that she was conducting legitimate business.

After seeing the surveillance footage, Dowdy admitted to stealing the packages and was taken into custody. A search of the car recovered the stolen packages along with other packages believed to be stolen from other jurisdictions. It was discovered that Dowdy was also in possession of Methamphetamine. 

“This is a great example of how residents seeing something and saying something along with technology and good police work can come together to solve crimes and stop criminals in their tracks and directly to jail while quickly returning stolen property,” Sheriff Rick Staly said. “I want to commend the victims for taking their security seriously by installing security cameras, which assisted our deputies in locating these offenders and stopping their crime spree. To anyone else thinking that stealing a package is a good idea: Our community is not going to stand for it. We will find you, you will be arrested and you will go to jail.” 

Dowdy and Michael Pavlov were arrested and transported to the Sheriff Perry Hall Inmate Detention Facility. Dowdy is charged with Burglary of an Occupied Structure, Burglary of an Unoccupied Structure, Petit Theft, Possession of Drug Paraphernalia and Possession of Methamphetamine. She is held on a $19,000 bond. 

Pavlov is charged with two counts of Burglary of an Occupied Structure and two counts of Petit theft. He is held on a $16,000 bond.
