Life-saving Flagler County Sheriff’s Office Deputies, a deputy who saved a three-month-old child from danger and Citizens Observer Patrol volunteers helping protect our beaches and wildlife were among those honored at the FCSO First Quarter Awards Ceremony Wednesday, May 4, in the Kim C. Hammond Justice Center in Bunnell.
During the ceremony, Sheriff Rick Staly recognized exceptional service by FCSO employees and C.O.P. volunteers from the First Quarter of 2022.
“Our deputies throughout the agency have continued to make a difference in our community and are all part of our success,” Staly said. “Today we honor the deputies, volunteers and professional support staff who go above and beyond the call of duty. I am honored to lead such an amazing team serving our community.”
The following FCSO employees received awards for the First Quarter of 2022:

Unit Citation Award:
Community Policing Division members Cpl Joseph Barnett, Deputy Kyle Somers, Deputy Lauren Broomfield, and Deputy Jonathon Jeckovich along with Investigative Services Division members Sergeant Michael Breckwoldt, Detective Omar Ocampo and Detective Jayd Capela, are awarded the Unit Citation for their excellent use of investigative techniques and resources. Their teamwork resulted in the capture of a State Prison escapee who had been on the run for 62 days and their collective actions and dedication is in keeping with the highest traditions of law enforcement services.
FCSO members from CPD, ISD, PACE, and SRD units; Sgt. Chris Ragazzo, Cpl. Barnett, Master Deputy Crosbee, Master Deputy Malta, and deputies Broomfield, Nick Champion, Chewning, Harrison, Jeckovich, Kotowski and Punsky are awarded the Unit Citation for their collaborative efforts in completing a successful stop stick deployment and high-risk traffic stop. Their teamwork resulted in the location and apprehension of a dangerous subject wanted for multiple violent felonies and their collective actions and dedication are in keeping with the highest traditions of law enforcement services.
FCSO members- Cmdr. Jonathan Dopp, Sgt. James Miley, Cpl. Paul DeSousa, Cmdr. Glenn Davis Jr., Deputy Jake Fowler, Deputy Jonathan Zalak, Deputy First Class Arthur Horler, Deputy Angelica Quiroga-Joya, Deputy Michael Anderson, Deputy Keaton Ray, Deputy Alicia Cowan, Sgt. Frank Gamarra, Cpl. Troy Cavas, Deputy Michael Lane, Communications Supervisor Amy Sisti, Communications Specialist First Class Ashlie Hicks, Communication Specialist Joseph Esposito, and Comunication Specialist Lucas Santos are awarded the Unit Citation for their collaborative efforts to stop a great tragedy when a young female having a mental health crisis threatened to end her life by jumping off an overpass into oncoming traffic. The quick and efficient response of all members to render aid, manage resources, block traffic, and assist with calls for service undoubtedly contributed to the saving of the young woman’s life and their collective actions and dedication is in keeping with the highest traditions of law enforcement services.
Sheriff Citation:
FCSO Chaplain Ed Reistetter was awarded the Sheriff’s Citation for his exceptional service to the Flagler County Sheriff’s Office. Throughout his tenure, Chaplain Reistetter has responded to various incidents, as well as led and participated in numerous events including Officer Funerals and the National Day of Prayer. In addition, he provides a strong foundation for the Critical Stress Management Team maintaining a positive, motivational and professional image for the agency. Chaplain Reistetter’s actions and dedication keep with the highest traditions of law enforcement services.
Merit Award:
On January 31, 2022, Deputy First Class Jackson responded to the residence of a suicidal person who was armed with a knife while holding a three-month-old baby. Deputy First Class Jackson was able to establish communication with the adult and convince him to safely hand over the infant. After the child was safe, Deputy First Class Jackson then returned to the adult and continued to talk to him, ultimately de-escalating the situation. The adult surrendered without incident.
