The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

Ordinances Second Read
The following ordinances will be presented:
- The Community Development Department will present an ordinance requesting a comprehensive plan amendment, moving from County designation of Residential Low-Density and Commercial Low-Intensity to City designation of Residential and Mixed Use. The amendment will include a Site-Specific Policy aimed at limiting development on 62.3+/- acres site located 2.5 miles south of State Road 100 on the eastside of Old Kings Rd. This item was presented to the City Council during the October 17, 2023, Business Meeting and subsequently forwarded to various State Agencies for review with no comments or objections were made.
- The Community Development Department will present an ordinance regarding the Old Kings Village Rezoning Application No. 5506. The applicant proposes to rezone 62.31 +/- acres from Planned Unit Development (PUD) to Single-Family Residential-1 (SFR-1) covering 60.12 +/- acres and General Commercial (COM-2) for 2.19 +/- acres. This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. This item was heard by City Council at the October 17, 2023, Business Meeting.
- The Community Development Department will present an ordinance to amend Chapter 35, Nuisances, Offenses, and Miscellaneous Provisions, Article III of the Code of Ordinances Division 2 regarding Door-to-Door Solicitation Licenses. City Council heard the first reading of this item at the November 7, 2023, Business Meeting.
Ordinances First Read
The following ordinances will be presented:
- The Community Development Department will present an ordinance to amend the boundaries of the Landings Community Development District, Application No. 5560. This is a legislative item. In October 2023, the City of Palm Coast received a Petition to amend the Landings Community Development District (CDD). The applicant, the Landings Community Development District (Petitioner), seeks to expand the current District covering approximately 204.68 acres. The proposed expansion area encompasses about 356.18 acres, entirely within the City limits, making a total area of approximately 560.86 acres.
- The Community Development Department will present an ordinance to amend the Development Agreement (DA) of the Town Center at Palm Coast Planned Unit Development (PUD). This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. The PLDRB conducted a public hearing on the proposed amendments on October 18, 2023. Following discussions, the PLDRB unanimously approved the item, and there were no public comments.
Resolutions
The following resolutions will be presented together for consent:
- The Community Development Department will present a resolution proposing an amendment to the Development Order (DO) of the Town Center at Palm Coast Development of Regional Impact (DRI). This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. The PLDRB held a public hearing on the proposed amendments on October 18, 2023. After discussions, the PLDRB unanimously approved the item.
- The Parks & Recreation Department will present a resolution to approve the Parks & Recreation Master Plan provided by consultant BerryDunn. City Staff will present a final report that includes an overview of the entire development process, a timeline, summaries of provided reports, and the subsequent steps post-approval of the plan.

The following resolutions will be presented together for consent:
- Resolution approving piggybacking FSA23-VEH21 with NEXTRAN to purchase a Mack Dump Truck.
- Resolution approving piggybacking tips contract 210304 with CINTAS Corporation No. 2 for fire suppression systems maintenance and repairs.
- Resolution approving a work order with Connect Consulting, Inc., for evaluation, rehabilitation and repair of Wells SW-6R-SW-34-SW-115.
- Resolution approving piggybacking the City of Marco Island, Fl contract with American Water Chemicals for AWC A-102 Plus Antiscalant.
- Resolution approving piggybacking the Orlando Utilities Commission contract with Stewart’s Electric Motor Works, Inc., for motor repair/replace services.
- Resolution approving piggybacking the Tampa Bay Water contract with Tampa Armature Works, Inc. for Motor repair/replace services.
- Resolution approving piggybacking the School Board of Volusia County contract with City Electric Supply for the purchase of misc. electrical supplies as needed.
- Resolution approving piggybacking Sourcewell #091422 contract with Motion Industries, Inc. for industrial and building related supplies and equipment.
- Resolution approving Master Services Agreements with G.E.M. Stone Contractors Inc., and SWC Construction Inc. for the installation of new and replacement PEP Tanks.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
