Ormond Beach city manager, city attorney receive near-perfect evaluation scores

On a 1-5 scale, City Manager Joyce Shanahan received an average score of 4.88. City Attorney Randy Hayes received a 4.976.

The Ormond Beach City Commission has evaluated its city manager and city attorney. Both earned near-perfect scores.

The commission, which grades the city manager and city attorney on a scale from 1-5, gave City Manager Joyce Shanahan an average score of 4.88. City Attorney Randy Hayes received a 4.976.

The consensus of the commission’s comments given to both Shanahan and Hayes is that their work and experience is appreciated.

“Ormond Beach is lucky to have a city manager who consistently contributes measurable high value to both our residents and the commission’s goals and objectives.” Mayor Bill Partington said in his evaluation.

Shanahan was first hired in 2009.

 Hayes was hired in 1993.

“I have 100% confidence in his ability to protect the residents of Ormond Beach and commissioners,” Commissioner Lori Tolland said in her evaluation. “He is always professional, available and provides sound leadership.”
