City of Palm Coast begins Strategic Action Planning process for 2024

The city's priorities will be finalized at the April 25 meeting and adopted at the May 2 business meeting

The city of Palm Coast has commenced its annual Strategic Action Planning process, which includes a collaborative effort to determine the city's priorities for the upcoming year. This process involves City Council and city officials working together to identify key issues and create a plan to address them.

The city's Strategic Action Plan is the kick-off to the budget process and is an opportunity for residents, business owners and community organizations to provide input on the direction of the city. The city of Palm Coast encourages all interested parties to participate in the process to help shape the city's future by attending the City Council meetings and workshops and staying informed and engaged.

The process of choosing the City Council's priorities involves a series of steps that are designed to be inclusive and transparent. The first step, which occurred in February and March, is for City staff to meet one-on-one with each City Council Member to determine their desire to continue the ongoing priorities from the prior year as well as any new initiatives that may need to be prioritized. City Council Members gather input throughout the year from the community through public meetings, surveys and other forms of engagement. The City Council then considers this feedback, along with data and other information, to identify the most pressing issues facing the City.

At the City Council workshop on March 28, all input from those one-on-one meetings was discussed in order to reach a consensus from all members of City Council. Council Members had not been able to discuss any priorities prior to the workshop due to the Sunshine Law prohibiting communication between Council Members outside of a public forum. During the meeting, nine existing priorities were modified or affirmed, and seven new priorities were introduced. Nine were moved into operations or marked complete. Through direction received at the meeting, city staff will make edits accordingly to the presented priorities and will return to the City Council workshop meeting on April 25 for additional discussion and direction.

All City Council priorities will be adopted during the business meeting on May 2, 2023, at 6 p.m. A summary of all City Council priorities currently being considered include:

  • Town Center should promote a home for arts and culture, including opportunities for performance, display and creative expression.
  • Palm Coast brands its future as a “City on the Rise” to include becoming a regional model for medical training and careers.
  • Develop economic opportunity tools and communication strategies to support and sustain small businesses.
  • Palm Coast’s future expansion is guided by master planning for smart, managed growth and fueled by sustaining a conservation green print.
  • Conduct an analysis of possible revenue sources to help relieve the burden of our citizens.
  • Millage rate should be revenue neutral for taxpayers.
  • Staff to conduct an analysis of commercial solid waste hauling.
  • Ensure that the Maintenance and Operations Facility is a top-priority facility project and commence with initial improvements based on Capital Improvement Plan timeline.
  • Identify local recreation demands (i.e. aquatics, fields, senior services, etc.) to balance the need of regional activity centers.
  • Seek opportunities for the Community Center to help relieve parking pressures.
  • Evaluate hiring a dedicated grant writer for the city to encourage the multitude of grants from federal and state agencies.
  • Continue to focus on residential safety and conduct a comprehensive approach to neighborhood safety.
  • Encourage residents to learn more about their community and our history.
  • Create an opportunity for residents to participate in Town Hall style meetings. Evaluate options for in-person and virtual formats.
  • Collaborate with FPL and community partners to provide electric vehicle fast charging stations across multiple locations in the city.
  • Develop a plan for the maintenance of the saltwater canals.

These proposed priorities reflect the City Council’s thoughtful collection of public input over the course of many months. The top focus areas shared by members of the public were public safety, maintaining infrastructure, recreation and cultural experiences, economic development, and ensuring fiscal responsibility to the taxpayers.  

 Once the priorities have been adopted, the City Council works with staff to develop a strategic plan that outlines the actions and initiatives needed to address these issues. The plan includes measurable goals, timelines, budgets, and performance indicators to ensure that progress can be tracked and evaluated.
