Dave Sullivan, Dave Ferguson and Candace Stevens were selected as finalists to be appointed to finish the first two years of Ray Stevens. Stevens was elected to the City Council in November 2024 but has resigned due to health reasons.
Sullivan was elected twice to the Flagler County Commission before retiring last year. Ferguson, a volunteer business coach with SCORE, served for two years on the City Council after being appointed in 2012. Stevens is best known for involvement in recent City Council meetings, particularly for advocating for people who have been impacted by flooding.
Stevens was selected over others who had recently run for office but lost: Mark Stancel and Cornelia Manfre.
Whoever is appointed on April 15 will also vote on city business that same day, so Acting City Manager Lauren Johnston will make sure each of the three is briefed on the agenda.

WHITEVIEW ON THE APRIL 15 AGENDA
A study on the traffic pattern on Whiteview Parkway will be presented at the next City Council meeting, which begins 9 a.m. April 15, in the Jon Netts Community Wing.
COMMUNITY CENTER PARKING EXPANSION
The Palm Coast City Council, on April 15, will consider a plan to expand parking at the Community Center, in conjunction with a plan to preserve Fire Station 22 as a historic landmark.
STATE OF THE CITY ON APRIL 10
The City of Palm Coast will be hosting the 2025 State of the City on Thursday, April 10, at 5:30 p.m. inside the Palm Coast Community Center. Register for your free ticket by visiting parksandrec.fun.
