The White View Parkway Safety Improvement project that has been in the works since 2017 is finally ready to begin construction.
“This has been a project that has been in the making for a long time,” said Carl Cote, the city's director of Stormwater and Engineering.
The $7.9 million project is now ready to move into the construction phase, he said, and is expected to take around nine months to complete. The Palm Coast City Council unanimously approved the construction contract with Halifax Paving, Inc.
Council member Charles Gambaro and Cote both pointed out that the project’s funding – primarily funded through transportation impact fees and the street improvement fund - includes a Florida Department of Transportation grant of just under $1.6 million through the River to Sea TPO.
Gambaro said one of the reasons the project received that grant is because the Rollings Sands intersection was noted in a 2017 study as “one of the top 10 for crash severity.”
“This is why it’s so important that we remain actively engaged in advocating,” Gambaro said.
Cote said the planned enhancements will cover almost the entire 3.5 miles of White View, from Highway U.S. 1 to Pritchard Drive.
From White Mill Drive to Pritchard Drive, White View is Parkway is a two-lane road with a 12-foot pedestrian path on the south side. From U.S. 1 to White Mill, the road is a four-lane with a grass median between the east- and westbound lanes and no paths or sidewalks.
“The project aims to enhance safety, traffic flow and accessibility,” Cote said. Among the pedestrian safety improvements, the project will add a flashing pedestrian beacon, sidewalk and path extensions, multiple turn lanes and drainage improvements.
Turn lanes will be added at the following median openings: Wood Ash Lane, Rolling Sands Drive, White Mill Drive, Whippoorwill Drive, Ravenwood Drive, Princess Rose Drive and Pine Tree Drive.
Several median openings will be changed as well, including a major change at Rolling Sands Drive. To add in a combined westbound left turn lane onto Rolling Sands and a westbound merge lane onto White View from Rolling Sands, the three median openings that currently exist will be merged into one. A dedicated eastbound left turn lane onto Rolling Sands will also be added.
But this means drivers exiting Woodbury Drive will no longer be able to turn left onto eastbound White View. Instead, drivers will have to turn right and U-turn at the Wood Ash Lane median opening or at U.S. 1.
Across from the Palm Coast Bible Church, a left turn lane into the church will be added as well as a west-facing U-turn lane.
The Wood Ash median will also be receiving two dedicated turn lanes: one left hand turn lane for drivers turning onto Wood Ash from U.S. 1 and one U-turn only lane that stops at the median opening, not extending to the U.S. 1 intersection. The project also adds a signaled sidewalk crossing, Cote said, that will include installing a sidewalk on the north side of White View to the Wood Ash Lane entrance.
The project is set to begin construction this spring and finish during the summer of 2026.
