Palm Coast City Council member Ray Stevens has resigned his District 3 council seat due to health reasons.
Stevens tendered his resignation in a letter to Acting City Manager Lauren Johnson on Friday, Feb. 28.
“It is with great regret that I find it necessary to resign my position as City Council member of Palm Coast City Council District 3 effective today February 28th, 2025,” Stevens wrote in the letter, which the city released Friday afternoon.
“This decision has been difficult, as it has been an honor to serve our community and to the important work we have undertaken together, however I have made the decision to resign due to my health,” he wrote. “I want to express my sincere gratitude for the opportunity to serve on the City Council and for the support I have received during my time here. Thank you once again for the trust and confidence you have placed in me.”
Stevens was elected to the City Council in November and was sworn in on Nov. 19 along with Mayor Mike Norris and District 1 Council member Ty Miller.
The City Council will discuss the process for filling the vacant seat at its business meeting on Tuesday, March 4, the city announced in a press release.
The appointed member will serve until the 2026 general election, when voters will elect a new District 3 representative to complete the final two years of Stevens’ term , which ends in November, 2028.
According to city charter, if a vacancy occurs on the council within the first two years of a term, the seat shall be appointed within 90 days by a majority vote of the remaining council members.
“Such appointments shall last until the next regularly scheduled election, at which time the seat shall be declared open and an election held for the remaining two years of the original term, thus continuing the original staggering of district seats,” the charter states.
