Flagler County Sheriff’s Office deputies made 18 arrests this past weekend between 6 p.m. on Friday, March 7, 2025, and 6 a.m. on Monday, March 10, 2025. Deputies handled 740 calls for service and made 246 traffic stops.
Habitual Traffic Offender Arrested for Driving with Suspended License
On Saturday afternoon, Deputy First Class Jennifer Prevatt conducted a traffic stop on a blue Chevrolet truck after her patrol vehicle’s automatic license plate reader showed that the truck’s owner, Forrest Wells, 30, of Daytona Beach, Florida, had a suspended driver’s license and was designated as a habitual traffic offender. Deputy First Class Prevatt positively identified the driver as Wells and found that he was additionally on felony probation in Volusia County, Florida. Deputy First Class Prevatt arrested Wells for Driving While License Suspended (Habitual) and Violation of Probation.
During a search of the truck, deputies located pills identified as hydromorphone hydrochloride, a Schedule II narcotic, and two syringes. Following the search, deputies additionally arrested Wells for Possession of Hydromorphone and Possession of Drug Paraphernalia.
Wells was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held without bond.
“Keeping our roadways safe is a priority, and we will not let people drive around Flagler County if they are not licensed to drive, as it is a danger to everyone on the road around them and raises everyone’s insurance rates,” said Sheriff Rick Staly. “This habitual traffic offender learned the hard way, as our deputies took him off the road and put him in the Green Roof Inn.”
Deputies Arrest Out-of-State Fugitive in Palm Coast
On Saturday afternoon, deputies responded to Kingfisher Lane in Palm Coast to serve an arrest warrant for James Shepard, 50, of Palm Coast, after determining he was a fugitive from justice and was wanted in South Carolina after he violated his probation by fleeing the state.
Deputies located and arrested Shepard on his out-of-state warrant. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held without bond.
Shepard is known to law enforcement, as he was previously arrested in February for a series of home appliance thefts following a joint investigation by FCSO and the St. Johns County Sheriff's Office. He was out on bond from his February arrest when he was rearrested Saturday.
“This guy was already facing charges in Flagler and St. Johns counties after our detectives worked together last month, and now he is apparently in hot water in South Carolina as well,” said Sheriff Staly. “He had an active warrant and was a fugitive from justice, and he made the mistake of coming to Flagler County. If you are a fugitive from justice and come to our county, we will find you and arrest you, and your days on the run will be over!”
