On behalf of the Flagler Home Builders Association (FHBA), I am writing to express our strong opposition to Mayor Mike Norris’ proposed moratorium on new construction. This measure would have devastating consequences for our local economy, workforce and residents seeking housing options in our community. Furthermore, it does not solve the issue the Council has been faced with solving – our utilities.
The construction industry is a key driver of economic growth in Flagler County, providing jobs to thousands of skilled workers and supporting local businesses. A moratorium on new construction would not only stall economic development but also exacerbate housing issues, driving up costs and limiting opportunities for homeownership.
Responsible growth and development contribute to the overall prosperity of our community, while incentivizing business to come to our beautiful city. Instead of halting construction, the city must prioritize passing the necessary utility plan to support current and future residents. Impact fees play a crucial role in funding new infrastructure, but they cannot be used for the large portion of the plan that focuses on replacing and rehabilitating existing utility infrastructure.
Our utility impact fees were raised to the maximum allowable by state law, with no opposition from the Flagler HBA. We understand that will likely occur again and do not anticipate opposing those fees, as we understand the needs of the city. Similarly, with the utility plan there are cost-recovery rate increases that the city has identified and we are accepting without opposition. We are glad to continue doing our part in increasing the capacity of the utilities and ensuring we all have safe, quality water in our community.
Without proper planning and investment in utilities, a moratorium would only create more issues rather than solving them. If you do not have residential growth to collect impact fees, the entire funding plan (which is predicated on impact fees) falls apart and you will be unable to address the needs of your constituents.
The Flagler HBA remains committed to working collaboratively with local officials to address concerns related to infrastructure, zoning and sustainability without resorting to drastic measures that could harm our economy and residents. We urge Mayor Norris and the city council to reconsider this proposal and instead work with city staff and the fee consultant to develop balanced solutions that support both growth and community well-being.
